This is the wrong place to ask (this list is for Mac OS X Administration,
not basic tech support) but I'll offer some advice regardless.

If you're having a problem connecting to secure sites, the problem most
likely lies with your ISP, not the maker of your computer.

Call your ISP's hotline and get them to help.

Probably 'cause it's not a Mac problem.

1 Why would you think that setting up email would have anything to do  
with a web browser problem?

2 which browser are you using? Safari? OmniWeb? Firefox? Opera?  
Something else?

3 which bank are you trying to connect to?

4 have you contacted the bank?

5 have you contacted your ISP?

6 what DNS service are you using?

7 why are you sending this to an _admin_ list?

You forgot to add, "What do you mean by trouble getting on to secure
sites?" Error message? Timeout? DNS? Have you tried other HTTPS sites?
Why would email have anything to do with secure socket sites, implying
you can log in and get web pages from them to get to a step that somehow
involves email?
