sitemesh requires DTD available on internet

Sitemesh seems to refuse to start up without its DTD being available  
on the internet. Today opendns didn't resolve www.opensymphony.com for  
some reason, and then my webapp didn't start.

Would it be possible to include the DTD in the jar file?
