I suppose
YYYY-MM-DD hh:mm:ss
is not valid time format for start and stop ?

No, not exactly this format. There are many ways you can specify it
though. See http://oss.oetiker.ch/rrdtool/doc/rrdfetch.en.html,
specifically TIME REFERENCE SPECIFICATION and TIME SPECIFICATION
EXAMPLES.
