support of UTF8 in .po files

Hi!

Does the current stable framework support the use of UTF8 in  
localisation files?

Due to the changes in environment (switched to Slackware64-13), native  
localisation tool in KDE4 - Localize 0.3 does not offer anything other  
than UTF8.
