tool init file doesn't respect --srcdir setting

Version: 1.4.4git200804

In runtest.exp, load_tool_init is called before the command line arguments are
parsed, so any --srcdir command-line argument isn't respected.

(I posted this bug in August 2008; sorry for the repeat, but I didn't get a
reply last time.)
