tracking change proposals and issues
Before I set up a tracking system (for my own use at least, if not
others'), would anyone like to give me technical advice, or show me
good precedent from other working groups?
I have two things to handle:
1. Submitted change proposals relating to the 303 issue, and comments on them
2. Other issues pertaining to the draft document, with their
disposition, comments, etc.
