trouble removing drive pinion gear from crankshaft YS24

Hi... I have (2) YS240TBP's of which I hope to get one good running machine out of. I'm having trouble pulling the drive pinion gear to get at the governor. I tried modifying my standard 3 legged gear puller to no avail. I can't keep the legs from spreading and anything standard just will not grab the sloped underside of the pinion gear. Even if I could find Yamaha's P/N 90890-06136 Puller, chances are I couldn't afford it. Has anyone else had any luck modifying a puller for this purpose. If so I'd appreciate any specifics.

I'm not 100% sure which gear is the drive pinion gear.  What horsepower is the engine?

Can't tell you the horsepower... pinion drive gear is on opposite end of crankshaft from recoil start side.

Are the timing marks aligned? Why do you need to get to the governor?
