tzwhere.py: map lat/long to timezone via wikipedia

For a long time, it's been a goal of mine
to figure out how to map lat/long to timezone
using open data. I recently discovered the
missing link:

http://en.wikipedia.org/wiki/List_of_tz_zones_by_country

I had some code to map airport codes to lat/long via
wikipedia. I now have code to map an airport code
and a local date to a UTC offset:

I'd like to write it up a bit more, eventually, but
for now, I just thought I'd like www-rdf-calendar
know that I do still work on this sort of stuff,
from time to time.
