vires of CIC Management Regulations challenged in High Court

Breaking News:-

In a legal first, a public authority has filed a Writ Petition against
the Central Information Commission in Delhi High Court offering a
serious challenge to the validity of notification of the CIC
Management Regulations 2007 and the enquiry powers of CIC u/s 18 of
the RTI Act.

Considering the serious nature of this Writ (it is listed before a
double Bench of Delhi High Court) , I have also been impleaded in the
matter as the Respondent No.2, and interestingly have been defamed by
the Petitioner as filing (vexatiously) 325 RTIs in collaboration with
other RTI appellants at CIC such as Ms Gita Verma , CHRI etc - which
is a blatant lie - I would not even have filed 20 RTIs till now - and
only 1 of which is to the Petitioner Public Authority.

It is very fortituous for RTI fraternity that I am the Respondent in
this case where the other party has stated that 12(4) of RTI Act does
not empower CIC to frame Regulations and has actually gone on to say
that only GoI can make Rules for RTI Act. Dear me someone on our group
has been reading our postings very carefully ;-)
