why not update ncl from version 4.2.0 to 5.1.1

I don't know whom should I write to. Sorry for this.

I just want to let the developer to update ncl from version 4.2.0 to 5.1.1. It has more functions.

Macport has this port, but I failed to install it. why fink could not update ncl?

Packages don't automatically get updated.  ncl currently has no Fink
maintainer.
