In the download page http://www.kde.org/download/ at section "Windows and Mac
OS X" you can see link to http://windows.kde.org but this site isn't
accessible. MacOS links seems to be illegal too. I can find files for windows
at http://www.winkde.org/ but there is no any web-site.

http://windows.kde.org is up again.

http://www.winkde.org/ is not the one to choose.
